NEW DELHI – Prime Minister Narendra Modi, in his opening remarks at the 18th BRICS Summit, Saturday called on member countries to work on a new and ambitious agenda for the next two decades, adding that it was time to take the organisation's unity to the global stage and turn it to concrete outcomes.

"BRICS is in its coming of age moment. In the last 20 years, BRICS has increased its presence on the global stage. We (BRICS nations) understand each other's point of view and move along with consensus," Modi said at the BRICS Leaders Summit 2026 here. "We are not against anyone, rather we try to take everybody together with us. It is time we take our unity and agreement to the global stage and transform it to concrete outcomes."

India is hosting the 18th BRICS Summit in New Delhi on Saturday and Sunday. India's chairship is guided by the theme "Building for Resilience, Innovation, Cooperation and Sustainability". The BRICS group comprises 11 countries--Brazil, China, Egypt, Ethiopia, India, Indonesia, Iran, Russia, Saudi Arabia, South Africa, and the United Arab Emirates. Belarus, Bolivia, Cuba, Kazakhstan, Malaysia, Nigeria, Thailand, Uganda, Uzbekistan, and Vietnam participate as BRICS partner countries. Together, BRICS represents around half of the world's population, and about 40% of global GDP.

Modi proposed the bloc set up a "BRICS Continuity And Implementation Mechanism" so that the organisation's institutional momentum does not break despite change in chairship every year. "Under this, through the troika, we can follow up on all the initiatives and outcomes," he said.

He also urged the BRICS nations to collectively prepare ten proposals for global governance reforms, which can be transformed into a BRICS reform roadmap by the next summit. BRICS needs to keep in mind three things for this roadmap--representation, responsiveness, and rule-making, he said. Modi said reforms in the United Nations Security Council cannot be delayed any more. Text-based negotiations on this subject must be linked to a fixed timeframe and clear outcomes, he added.

"The structure of global governance currently looks like a pyramid with power and decision-making centred at the top and the nations at the bottom are the ones who are affected by these decisions but can't create them," Modi said. The leader also urged the member countries to work towards turning the Global South into a "rule-shaper" from "rule-taker".

Additionally, Modi called for setting up of a Seafarers Emergency Support Network to connect countries' maritime authorities and missions. The proposal comes at a time when attacks on sailors have increased and shipping from the Strait of Hormuz and Bab el Mandeb has been disrupted due to the war in West Asia. "Through this, maritime authorities and missions of the respective countries can be connected. This will enable cooperation in distress alerts, medical assistance, informing families, and evacuation," he said.

Further, BRICS needs to make rules for future opportunities such as artificial intelligence, cyberspace, outer space, biotechnology, and critical technologies, he said.  End
