NEW DELHI – The Biopharma SHAKTI scheme has received approval from the finance ministry's Expenditure Finance Committee and is now awaiting the Union Cabinet's approval, which is likely in the next three months, Pharmaceutical Secretary Manoj Joshi said Friday. The committee approved the proposal for Biopharma SHAKTI on Wednesday, Joshi said on the sidelines of an event in New Delhi.
The Cabinet is also likely to approve a new bulk-drug support scheme in the next three months, he said. "EFC (Expenditure Finance Committee) will approve it first. Then, the Cabinet will approve it," Joshi said. The government is working on the new bulk drug support scheme to go beyond the existing production-linked incentive scheme and support research and development, capacity creation, infrastructure, financing, and academia-industry partnerships in the pharma sector.
In August, Joshi had said the Union Cabinet was likely to approve the Biopharma SHAKTI scheme in the next three to four months, extending the earlier timeline for the Cabinet nod.
The Union Budget for 2026-27 (Apr-Mar) had proposed an outlay of INR 100 billion over five years for Biopharma SHAKTI, aimed at positioning India as a global biopharmaceutical manufacturing hub. The scheme envisages setting up three new National Institutes of Pharmaceutical Education and Research, upgrading seven existing institutes, and creating a network of more than 1,000 accredited clinical trial sites across the country. In April, Joshi had said that the government wanted the pharmaceutical industry to utilise the funds under the scheme within the next two years. End
